Stimulus benefits clean tech small businesses |

The American Recovery and Reinvestment Act of 2009 (ARRA) has delivered $5.4 billion to small businesses involved in clean energy technologies. The funds were delivered through the Department of Energy (DOE) using a combination of grants, contracts, loans, loan guarantees, and tax credits. Targeted funding areas included energy efficiency, transportation, grid modernization, carbon capture, and renewables. The announcement was made by the Obama administration on March 17, and was accompanied by the release of a DOE report entitled Small Businesses Helping Drive Economy: Clean Energy, Clean Sites. |

California PUC opens new renewables market |

This week the California Public Utilities Commission (CPUC) announced its tradable renewable energy credits (TRECs) program. TRECs are intended to help utilities meet the state’s ambitious renewable energy goals. Investor-owned utilities have been mandated to achieve 20% of their sales from renewables by 2010. Utilities may now meet up to a quarter of their procurement needs using TRECs. A $50 price cap was placed on TRECs to protect consumers from higher energy prices. CPUC was authorized to use TRECs by the state legislature in 2006. The TREC program now allows utilities to purchase unbundled contracts for certain transactions, in addition to standard bundled contracts. |

EU forecast to exceed 20% renewable standard |

The European Union has forecast it will exceed its target for 20% share of energy from renewables by 2020. As a block, the EU is forecast to exceed the standard and reach 20.3%. The 27 EU Member States will achieve their targets by various means. Some Member States will meet their own national standards, whereas others require flexible cooperation mechanisms in which renewable resources would be developed in a different county. Cooperation mechanisms are expected to account for a small overall fraction of energy. Many Member States are likely to generate surpluses before 2020, and will be able to make transfers to others having deficits. Energy Commissioner Günther Oettinger said it was “a very positive sign for the environment, as it will help us to cut emissions and at the same time enhance our energy security.” |

U.S. gov’t to pour $786M into biofuels |

Science Insider reports that the U.S. government announced plans to pour $786 million into ways to convert corn, wood, grass, and municipal waste into fuel for America’s cars. The funding comes from the Department of Energy’s portion of the $787 billion stimulus package approved in February. In another announcement, the Environmental Protection Agency proposed rules for carrying out a 2007 law that requires a threefold increase in the use of renewable fuels, reaching 36 billion gallons by 2022 |
